Perhaps CSS could offer a resolution to this issue.

It might not be the exact solution you’re looking for, but it’s a step closer. Styling native select elements can be challenging, as @Evochrome noted, and adding styling to the title attribute on top of that can be even more challenging.

To customize the select element, incorporating a size attribute is necessary. However, this may result in the select being displayed as a list instead of a dropdown, which is an unintended consequence that cannot be avoided.

Styling of title can be done using a pseudo-element :after and specifying content as the title attribute through the option[title]:hover:after selector. Despite some styling options being available for title attribute, there are still limitations.
